Supporting Ukraine’s EU-Aligned Reconstruction

EU4Reconstruction is a Team Europe initiative of the European Union, Denmark, Germany, France and Lithuania.

    a federal enterprise, working on behalf of the German Government in international cooperation with international organisations, the scientific and academic community, civil society and the private sector

  • Expertise France

    France’s public agency and interministerial actor in charge of international technical cooperation, which, as a subsidiary of Agence Française de Développement Group (AFD Group), designs and implements projects that sustainably strengthen public policies in developing and emerging countries

  • Ministry of Foreign Affairs of Denmark

    the government ministry responsible for Denmark's foreign policy, diplomacy, international relations, development cooperation

  • Central Project Management Agency

    a Lithuainian public institution responsible for administering EU and state-funded projects

  • At the national level, EU4Reconstruction collaborates with the Ministry for Development of Communities and Territories of Ukraine and the State Agency for Restoration and Development of Infrastructure of Ukraine (SARDI).

    National level

  • At the local level, the initiative supports medium-sized municipalities (10,000–150,000 inhabitants) and large cities (more than 150,000 inhabitants).

    Local level

The initiative strengthens governance, transparency and institutional capacity within Ukraine’s reconstruction system — from national reforms to municipal implementation — ensuring that reconstruction contributes to sustainable development and EU integration.

Funded by the European Union together with Denmark, Germany, France, and Lithuania, the project works across two complementary streams to strengthen institutions, empower communities, and accelerate reconstruction at every level.

    • Strengthening the leadership of the Ministry for Development of Communities and Territories of Ukraine in coordinating effective, accountable, and well-aligned reconstruction efforts
    • Enhancing municipal capacities for planning and managing reconstruction investments, with a strong focus on empowering women in these processes
    • Supporting construction sector reform and alignment with EU standards
    • Increasing the oversight role of citizens, civil society organisations, and media in the reconstruction process

    Institutional strengthening of SARDI ecosystem and major municipalities

    Implemented by the Ministry of Foreign Affairs of Denmark and Lithuanian Public Institution Central Project Management Agency (CPVA)

    • Building the capacity of the State Agency for Restoration and Infrastructure Development of Ukraine (SARDI)  and its ecosystem to operate as an effective, trustworthy, and EU-compliant developer, purchaser, and implementer of major infrastructure projects
    • Strengthening project management functions within the SARDI ecosystem
    • Developing and implementing digital tools to enhance SARDI’s operational efficiency
    • Supporting large municipalities in planning, preparing, and managing public investments efficiently and transparently
