The Agency for Restoration Strengthens Data-Driven Decision-Making with Support from EU4Reconstruction (Stream 2)

HDM-4 (Highway Development and Management Model) is one of the world’s leading analytical systems for supporting data-driven decision-making in road asset management. It enables users to assess the condition of road networks, forecast their future performance, evaluate the economic efficiency of different maintenance, rehabilitation, and development scenarios, and make well-informed investment decisions based on reliable data.

With support from EU4Reconstruction (Stream 2), funded by the Danish Ministry of Foreign Affairs, the State Agency for Restoration has acquired an HDM-4 licence. The next step is a comprehensive training programme to ensure the system is effectively integrated into the Agency’s day-to-day operations. The training is delivered by international experts from TRL (Transport Research Laboratory, United Kingdom), one of the world’s leading centres of expertise in transport infrastructure.

“No digital system delivers results on its own. Its effectiveness depends on the people who know how to use it in their daily work. That is why we see it as equally important to invest not only in modern digital solutions but also in the competencies of our specialists. I would like to thank EU4Reconstruction for its partnership in helping the Agency adopt international infrastructure management practices and strengthen the expertise of our team,” said Roman Komendant, Deputy Head of the State Agency for Restoration responsible for digitalisation.

The training brings together 16 specialists from the State Agency for Restoration, regional Restoration Services, the National Institute for Infrastructure Development, and Dorcentre State Enterprise.

The programme consists of six practical training modules combining theory with hands-on work in the HDM-4 system. Participants will not only gain an understanding of the system’s core principles but will also learn how to use it to analyse road networks, model different development scenarios, and prepare evidence-based recommendations for infrastructure investment planning.

During the opening session, Taras Sluchyk, Acting Team Leader of EU4Reconstruction (Stream 2) funded by the Danish Ministry of Foreign Affairs, noted:

That is why we remain committed to supporting the Agency’s digital transformation, ensuring its specialists have access to state-of-the-art tools for investment planning and the delivery of complex infrastructure projects. We hope HDM-4 will become an integral part of the Agency’s daily decision-making process.”

The training forms part of EU4Reconstruction (Stream 2)’s broader support aimed at strengthening the institutional capacity of the State Agency for Restoration and further developing the expertise of its professionals.
